NOTICE OF CONTRACTING OPPORTUNITY –(REGIONAL PSIB) SURFACE CARE AND MAINTENANCE

Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP), and acting as both the Mine Manager and Prime Contractor, is soliciting a Request for Proposal (RFP) for a Surface Care and Maintenance subcontract at Giant Mine, Yellowknife, Northwest Territories. This work will include, but is not limited to, the following:
- The work included in this subcontract is comprised of all general care and maintenance of the surface infrastructure and facilities at Giant Mine. This includes ongoing operation, maintenance, inspection, testing, and repairs required to maintain the Site equipment in a safe, serviceable condition.
- The SCM subcontractor is to provide all mobile equipment, including certain pieces of equipment that must either be on Site on a full-time basis or available within two hours.
A Mandatory Pre-bid Conference and Site Visit is scheduled for January 13, 2026 at 09:00 MT. Register via email to Procurement.GMRP.Parsons@parsons.com to confirm attendance and provide the name(s) of the person(s) who will attend no later than January 7, 2026. Please note each attending company will be limited to two representatives. Bidders who do not send a representative will not be given an alternative appointment and their bid will be considered noncompliant . Further details and instructions will be provided only to Entities that register their attendance as set out in the paragraph above, and confirmation will be provided no later than two business days after the registration deadline. Prospective attendees who have not received instructions on or before that date should contact the Contracting Authority. The Question Period is now open and Bidders will submit all questions related to this solicitation, in writing, on the template provided (see Appendix 2 Written Questions Form) via email to the Contracting Authority. Inquiries received after the due date and time will not be answered.
Regional Conditional PSIB is used when it is not possible to determine Regional PSIB Indigenous Business capacity with at least two potential PSIB Regional Indigenous Businesses prequalified to perform the work, then this solicitation will go PSIB Regional Conditional. This means that the solicitation is open to PSIB Regional Indigenous Businesses and Regional non-Indigenous businesses, evaluation being in that order. In the case of the PSIB Regional Conditional strategy being implemented, if two or more Indigenous Businesses from the Area of the Contract bid, the work package will be restricted to these Indigenous Businesses in the Area of the Contract. If less than two Regional Indigenous Businesses bid, the work package will be open to any businesses in the Area of the Contract.
