NOTICE OF CONTRACTING OPPORTUNITY – ENVIRONMENTAL SERVICES FRAMEWORK MASTER SERVICES AGREEMENT

Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP) and acting as both the Mine Manager and Prime Contractor, is soliciting a tender for Environmental Services Framework Master Services Agreement (MSA) for the Giant Mine, Yellowknife, Northwest Territories. A MSA is not a contract but is an offer from a potential supplier to provide goods and/or services at pre-arranged prices, under set terms and conditions, when and if required. It is not a contract until Parsons issues a Call Up Agreement to the MSA list of approved subcontractors. This MSA will include, but is not limited to, the following:

  • Aquatic biological field work and support services
    • Develop an Aquatics Management Program based on the work activity specifications which includes recommendations for mitigation measures and monitoring strategies that meet regulatory requirements.
    • Execute the Aquatics Management Program which may include the following components:
      • Conducting baseline assessments in the affected surface water body
      • Deployment of aquatic life management measures such as fish barriers or manual aquatic life management strategies such as electrofishing.
      • Conduct the recommended aquatic life monitoring and sampling for the duration of the work activity.
      • Apply for License to Fish for Scientific Purposes, prepare related data/reports and maintain the required related communication with the DFO. 
      • Complete a draft and final report at the end of the work activity.
  • Environmental soil, waste, geochemical and Total Suspended Solids (TSS) monitoring
    • The Subcontractor will be responsible for all aspects of field screening with portable instrumentation, as well as taking and handling the physical samples and having them analyzed at a Parsons approved, Canadian Association for Laboratory Certification (CALA) certified geochemical testing laboratory.
  • Bird survey and bird management will be completed to support construction projects during the bird nesting season.

A non-mandatory pre-bid virtual meeting will take place on February 2, 2023, please contact the Contracting Authority to register.  Work is anticipated to start Spring 2023.
