ADVANCE NOTICE OF CONTRACTING OPPORTUNITY – WATER TREATMENT PLANT OPERATION AND MAINTENANCE

Solicitation No. RFP-476721-0063 

Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP) and acting as both the Mine Manager and Prime Contractor, will be soliciting a Request for Proposal (RFP) for a Water Treatment Plant (WTP) Operation and Maintenance Subcontractor at Giant Mine, Yellowknife, Northwest Territories. Work will consist of Operation and Maintenance of an on-site WTP. This work will include, but is not limited to, the following two phased approach:

  • Pre-commissioning Work, prior to handover of the existing WTP, including regulatory and environmental submissions, inspections, meetings, and reporting during a transition phase.
  • Post-commissioning furnishing of required operational, maintenance, and administrative staff and materials, equipment, tools, implements, machinery, supplies, and consumables, inspection and testing, including water testing and reporting for 24/7 operation of the Class III Water Treatment Plant (WTP) at Giant Mine.
  • The scope also includes the operation and maintenance, and management of infrastructure listed below:
    • Biomass Boiler Building.
    • Mine pool wells, pumping, and appurtenances.
    • Raw water and Outfall water lines, appurtenances, associated heat tracing, and power supply.
    • Marine Outfall appurtenances and installations.
    • Associated Overflow Pond, Drainage Sump, and Stormwater Pond.
    • Sludge management.
  • The primary goal of the WTP is to manage the water level of the underground mine pool below arsenic trioxide storage areas. The WTP will be operational until the arsenic trioxide contamination has been fully remediated.

Work is anticipated to start in 2026.

Competitive proposals will be solicited using the MERX Canadian Public Tenders website to select the best value firm to deliver the product to the Giant Mine in Yellowknife, Northwest Territories.
