ADVANCE NOTICE OF CONTRACTING OPPORTUNITY – ON-SITE AGGREGATE PRODUCTION MANAGEMENT – REGIONAL CONDITIONAL PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS

Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP) and acting as both the Mine Manager and Prime Contractor, will be soliciting a Request for Proposal for an On-site Aggregate Production Management subcontract at Giant Mine, Yellowknife, Northwest Territories. Work will consist of aggregate production and management. This work will include, but is not limited to, the following:
- Clearing and grubbing vegetation from coarse-grained quarries and aggregate processing facility (APF) Areas.
- Excavation of contaminated soil and sediment overburden from coarse-grained quarries and APF Areas and disposed of on-site in a manner consistent with the Waste Management and Monitoring Plan (MMP).
- Development of APF Areas to baseline surface grade that meets closure criteria, and construction of surface water management infrastructure.
- The Subcontractor must use Owner supplied power for the crusher and aggregate production plant when developing the Northwest Pond 1 and 2 Quarries and the North Pond Quarry. Two power drop locations will be provided (Northwest Shaft APF and North Pond APF). The subcontractor is responsible for installing a relocatable substation transformer on a skid, interconnecting to the overhead powerline, and completing ground grid installations. Supply, installation, maintenance, and operation of truck weight scale.
- Construction of access roads to connect coarse-grained quarries and APF Areas to existing site-wide mine haul roads.
- Development of coarse-grained quarries and production of aggregate material of different gradations, not limited to drilling, blasting and hauling of blasted rock.
- Stockpiling and management of aggregate material of different gradations and loading of finished products for other construction work packages.
- Manage and control water at the coarse-grained quarries and developed APF Areas (including stockpiling) with major and minor dams, berms, ditches, and diversion channels during active remediation and adaptive management.
- Manage and control sediment and erosion at the coarse-grained quarries and APF Areas such as per the Erosion and Sediment Management and Monitoring Plan.
- Quality control activities to monitor the geotechnical and particle size distribution testing during the development of the quarries.
- Carry out dust suppression and monitoring as per the Dust Management and Monitoring Plan.
- Material Management, keeping track of inventory and adjusting aggregate production to meet demand.
- Special features of the Work include:
- Construction of the North Pond Channel, Polishing Pond Channel and Fish Barrier within the North Pond Spillway Quarry.
- Collapse of Brock Adit underground and the adit crown pillar as part of the Brock Quarry development.
Regional Conditional PSIB is used when it is not possible to determine Regional PSIB Indigenous Business capacity with at least two potential PSIB Regional Indigenous Businesses prequalified to perform the work, then this solicitation will go PSIB Regional Conditional. This means that the solicitation is open to PSIB Regional Indigenous Businesses and Regional non-Indigenous businesses, evaluation being in that order. In the case of the PSIB Regional Conditional strategy being implemented, if two or more Indigenous Businesses from the Area of the Contract bid, the work package will be restricted to these Indigenous Businesses in the Area of the Contract. If less than two Regional Indigenous Businesses bid, the work package will be open to any businesses in the Area of the Contract.
