ADVANCE NOTICE OF CONTRACTING OPPORTUNITY – NORTHWEST POND TAILINGS CONTAINMENT AREA REHAB AND B4 PIT BACKFILL
Prequalification for Solicitation No. RFP-476721-0031
Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP), will be soliciting Prequalification (PQ) for a future Request for Proposal (RFP) for Northwest Pond Tailings Containment Area rehabilitation and B4 Pit Backfill at the Giant Mine site, Yellowknife, Northwest Territories. Work will consist of civil earthworks remediation, contaminated soils placement, and tailings containment area closure. This work will include, but not be limited to, the following:
- Excavation and remediation of contaminated soil across the Northwest Pond TCA footprint, backfilling of B4 pit, and rehabilitation of the Northwest Pond Tailings Containment Area (TCA).
- The Work will require highly specialized bidders who have experience in:
- Rock support and mining so as to plan safe work in the open pit (access and backfill) as well as relevant experience in the handling and placement of wet borrow materials.
- Short-term and long-term environmental remediation of contaminated soils excavation including the required support by certified professionals who would review the contaminated soil results and summarize the data into electronic tables and drawings on a weekly and monthly basis to clearly report progress and quantity overruns.
- Tracking of contaminated soil volumes, disposal locations, and aggregate requirements, including forecasting weekly, monthly, yearly, and total production volumes.
- Re-establishment of local roads, force main construction, and construction and anchoring of BGM liner over a large drainage structure, complete with quality control and commissioning. The work would include associated surface water management and ground water management required for TCA grading and closure.
This is a two-phase RFP process and only the prequalified shortlisted companies will be eligible to bid at the RFP stage. The Prequalification phase of the RFP process is anticipated to start in late 2026. Prequalified bidders will be notified of specific dates in the RFP, but Work is anticipated to start in 2027.
