ADVANCE NOTICE OF CONTRACTING OPPORTUNITY – HIGHLY ARSENIC CONTAMINATED (HAC) SOIL WASHING

Solicitation No. PQ-476721-0064

Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP) and acting as both the Mine Manager and Prime Contractor, is initiating a process to prequalify Respondents for soliciting a tender for Highly Arsenic Contaminated (HAC) Soil Washing at Giant Mine, Yellowknife, Northwest Territories.

This process will require Respondents interested to respond to a Prequalification (PQ). Only those Shortlisted Respondents, considered by Parsons to meet the qualification requirements, will be invited to submit their competitive proposals for this work during the Request for Proposal (RFP) phase. Responses to the PQ in no way commit Parsons to any obligation or commitment for future work.

The purpose of this PQ is to solicit documentation that will enable Parsons to determine which Respondents:

  1. Will be invited to submit proposals in response to Parsons’ RFP-476721-0064 for HAC Soil Washing.
  2. Are best qualified to successfully execute Work which comprises excavation and processing (soil washing) of highly arsenic contaminated (HAC) soil.

Parsons is interested in understanding the performance history and experience of the Respondent and its team members on projects that include technical elements like this project.

A two-phase procurement approach will be followed:

Phase One – Prequalification (PQ) will be completed in 2025:

The ability to respond to this PQ, which aims to evaluate Respondents capable of excavating and processing (soil washing) HAC soil for the GMRP, will be through merx.com. The evaluation of Respondents will be based on defined mandatory and point-rated requirements specified in said PQ.

PQ Respondents must submit a written proposal including but not limited to the following points which evidence the Respondents’ previous experience and capability to perform this type of work:

  • Deconstruction and removal of concrete foundations and sumps to access HAC soil.
  • Abatement of Hazardous Materials present in sumps or concrete foundations to be completed before or concurrently with Deconstruction.
  • HAC soils, soils containing arsenic concentrations 4500 mg/kg or above and Petroleum Hydrocarbon (PHC) Contaminated soil will be excavated, transported and treated at a Soil Washing Plant. Treated soil will be temporarily stockpiled and surveyed. Waste residuals from Soil Washing will be transferred to a Backfill Plant for production of Lightly Cemented Contaminated Backfill (LCCB).
  • Evidence of previous work involving but not limited to designing, installing, and demonstrating the operation of and final decommissioning of a Soil Washing Plant, Backfill Plant as well as installation of temporary roads or access required to complete backfill and overall Soil Washing Work.

Phase Two – Request for Proposal (RFP) will also be completed in 2025, with a work start date in 2026:

Qualified Respondents will be exclusively invited to submit proposals in response to Parsons’ RFP-476721-0064 for HAC Soil Washing in 2025.

Competitive proposals will be solicited using the MERX Canadian Public Tenders website to select the best value firm to deliver the product to the Giant Mine in Yellowknife, Northwest Territories.
