ADVANCE NOTICE OF CONTRACTING OPPORTUNITY – EARTHWORKS REMEDIATION

Solicitation No. PQ for RFP-476721-0072

Parsons, as the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP),and acting as both the Mine Manager and Prime Contractor, will be soliciting Prequalification (PQ) for a future Request for Proposal (RFP) for Earthworks Remediation at Giant Mine, Yellowknife, Northwest Territories. Work will consist of civil earthworks remediation. This work will include, but not be limited to, the following:

  • The work is the integration of contaminated soil remediation across the Giant Mine, backfilling of select open pits, and rehabilitation of the original Tailings Containment Area (TCA).
  • The package requires highly specialized contractors who have experience in the following:
    • Geotechnical and mining qualified persons to plan safe work in the open pits (access and backfill). Experience in handling and movement of wet tailings.
    • Experience in short- and long-term environmental control of contaminated soils excavation areas; professionals to review the contaminated soil results and summarize the data into electronic tables and drawings weekly and monthly to clearly show progress, including soil exceedances;
    • Tracking of contaminated soil volumes, disposal locations, and aggregate requirements, including forecasting weekly, monthly, yearly and for the entire project requirements for volumes to be excavated and backfilled.
    • Quality control team, professionals who understand quality management, inspection test plans, checklists, document closure requirements, industry standards; dedicated quality manager, quality control leads that will be onsite during construction and management of quality records and documents.
    • Health and Safety team, qualified safety professionals, dedicated professional health and safety manager, safety personal that will be onsite during construction  
    • Scheduler that will manage the delivery timeline for the project, including monthly updates for the status of the different aspects of the work packages to closure

Work is anticipated to start in 2027.

This is a two-phase RFP Process and only the prequalified shortlisted companies will be eligible to bid at the RFP stage.

Competitive proposals will be solicited using the MERX Canadian Public Tenders website to select the best value firm to deliver the product to the Giant Mine in Yellowknife, Northwest Territories.
